The City Clerk serves as custodian of the Corporate Seal, prepares
and maintains City Council
minutes, maintains official records, ordinances, resolutions and related
materials and documents of the City of Paris as required by the
City Council, City Charter or State Laws. The City Clerk also
serves as the City
Registrar, and Record Manager for the City of Paris.

Record Manager
|
The
City Clerk has been designated Record Manager for the City of Paris
with the responsibility of providing for efficient, economical, and
effective control over the creation, distribution, organization, maintenance,
use, and disposition of all city records through a comprehensive disposition
program.

Open Records
|
The
Texas Open Records Act provides that information in the possession
of a governmental body is generally available to the public.
Everyone has the fundamental right to know what his or her elected
representatives and governmental bodies are doing. A Request for
Public Information can be submitted to the City of Paris in several
ways. The request must include name, address, daytime telephone
number of the requester and the documents or items requested.

|
The
City of Paris’s Code of Ordinances is now available online.
Anyone with Internet access can easily view local laws at:

www.municode.com. Hard copies of the City’s Code of Ordinances
are available for review in the City Clerk's Office at - 150
1st Street S. E., or at the Paris Public Library - 326
S. Main Street.

Election
Information
|
The
City Clerk serves as the election administrator for all elections
called by the City Council. This office provides voting district
information, applications for ballots by mail, and early voting
location.
Filing information and applications for candidates
are also available in this department. The City of Paris is a Seven
Member District and Council Members are elected from District No.
1, 2, 3, & 6 in even number years, and for District No. 4, 5,
& 7 in odd number years.
The members of the City Council shall serve not more than two –
two-year terms in succession.

Qualifications
for Election are as follows:

141.001

To
be eligible to be a candidate for, or elected or appointed to, a
public elective office in this state, a person must:
|
|
|
|
be
a United States citizen;
|
|
|
|
be
21 years of age or older on the first day of the term to be filled
at the election
|
|
or on the date of appointment as applicable;
|
|
|
|
have
not been determined mentally incompetent by a final judgment of
a court;
|
|
|
|
have
not been finally convicted of a felony from which the person has
not been
pardoned or
otherwise released from the resulting disabilities;
|
|
|
|
have
resided continuously in the state for 12 months and in the territory
from
which the office is elected for six months immediately
preceding the following date:
|
|
|
|
(A) for
a candidate whose name is to appear on a general primary election
ballot,
the date of the regular filing deadline
for a candidate's application for a place
on the ballot;
|
|
(B)
for an independent candidate, the date of the regular filing
deadline for a
candidate's application for a place
on the ballot;
|
|
(C)
for a write-in candidate, the date of the election at
which the candidate's name
is written in;

At the first regular
meeting of the City Council or special meeting, following each annual
election held on the second Saturday in May, the City Council shall elect,
by majority vote, a mayor and mayor pro tem among their number.
The Mayor
shall preside at meetings of the council and shall be recognized as
head of the city government for all ceremonial purposes and by the governor
for purposes of martial law, but shall have no regular administrative
duties.
The Mayor is allowed to vote upon all matters considered by
the City Council but does not have veto power. The City Council also
elects a Mayor Pro Tem who shall act as Mayor during the absence or
disability of the Mayor.
