Civil Rights Title VI Program

The City of Paris is committed to ensuring that all residents and visitors receive equitable access to municipal programs, services, and activities. In compliance with Title VI of the Civil Rights Act of 1964 the City does not discriminate on the basis of race, color, national origin, disability, or limited English proficiency.

Title VI Program

The City of Paris is a recipient of federal assistance and is required to comply with Title VI of the Civil Rights Act of 1964. Only complaints of discrimination based on the complainant’s protected status will be considered under Title VI. The objectives of the Title Program are to:

Ensure the City complies with the non-discrimination requirements of Title VI

The following types of actions are prohibited under Title VI protections (See 49 C.F.R. 21.5):

  • Excluding individuals or groups from participation in programs or activities
  • Denying program services or benefits to individuals or groups
  • Providing a different service or benefit or providing them in a manner different from what is provided to others
  • Denying an opportunity to participate as a member of a planning, advisory or similar body that is an integral part of the program
  • Retaliation for making a complaint or otherwise participating in any manner in an investigation or proceeding related to Title VI of the Civil Rights Act of 1964.

Filing a Title VI Discrimination Complaint with the City

Any person who believes they have been discriminated against on the grounds of race, color, or national origin can file a complaint with the City. A complaint may also be filed by a representative on behalf of such a person.

  1. Complaints shall be submitted in writing on the City of Paris Civil Rights Complaint Form and must be signed by the complainant and/or the complainant’s representative. Complaints shall set forth as fully as possible the facts and circumstances surrounding the claimed discrimination.

  3.  Upon receipt of the complaint, the City will acknowledge receipt of the allegation to the complainant. The City shall also notify the appropriate City Department Heads. The City shall review the complaint, policies and procedures associated with the complaint, circumstances under which the alleged discrimination occurred and any other pertinent factors. Within 30 days of the receipt of the complaint, the City shall respond to the complainant and the appropriate Department, in writing, of the results.
  4. If the City is named as the discriminatory party, the City shall forward the complaint to the appropriate division within the U.S. Department of Transportation, within 10 days.

Filing a Title VI Discrimination Complaint with the Federal Highway Administration

Any person who believes they have been discriminated against, on the grounds of race, color, or national origin can file a complaint with the Federal Highway Administration (FHWA).  A complaint may also be filed by a representative on behalf of such a person.

  1. Complaints shall be submitted in writing on the FHWA Civil Rights Complaint Form and must be signed by the complainant and/or the complainant’s representative. Complaints shall set forth as fully as possible the facts and circumstances surrounding the claimed discrimination.

Filing a Discrimination Complaint with the Texas Department of Transportation

Any person who believes they have been discriminated against, on the grounds of race, color, national origin, gender, gender identity, age, disability or religion (where the primary objective of the financial assistance is to provide employment per 42 U.S.C. § 200d-3) can file a complaint with the Texas Department of Transportation (TxDOT).  A complaint may also be filed by a representative on behalf of such a person.

  1. Complaints shall be submitted in writing on TxDOT’s Civil Right Complaint Form (English and Spanish) and must be signed by the complainant and/or the complainant’s representative. Complaints shall set forth as fully as possible the facts and circumstances surrounding the claimed discrimination.
  2. Mail the completed form to:
