The WWTP is an activated sludge facility. Untreated wastewater arrives at the WWTP where solids, biochemical oxygen demand, and ammonia are reduced below State of Texas-permitted levels. The result of our treatment is a clear effluent, meeting TCEQ standards, that is returned to the environment.
The Paris City Council approved a significant renovation of the Wastewater Treatment Plant in 2024. With age and stricter treatment standards, the WWTP could not maintain the TCEQ permitted capacity of 7.25 million gallons per day. The consequences of delaying WWTP construction or renovations can limit growth of a city. Due to inadequate WWTP capabilities, some Texas cities have issued moratoriums on new industrial, commercial, and residential development. City of Grandbury Moratorium information
The time required to design and construct wastewater treatment plants or complete major renovations is typically more than 5 years. The Paris City Council decided to proactively improve the Paris WWTP to ensure that new developments in factories, housing, and businesses could continue in the city and meet health and safety standards.

The laboratory is responsible for analysis of water, wastewater, and industrial samples to generate data for State of Texas permit requirements, treatment plant process control, and industrial billing. The City of Paris does not offer laboratory services to the public. TCEQ offers a webpage to assist with locating an Accredited Environmental Laboratory that accepts testing requests from private parties.
